The SOS Environment mobile application was launched with the top priority function of supporting people to quickly and accurately report oil and chemical spills to relevant authorities in the province about incidents occurring at the facility where they work or observe.
The SOS Environment Center was not a goverment entity.

To prevent incidents that may occur in the future, it is extremely necessary to check and review the oil and chemical spill response capacity of facilities.
Inspection and examination of facilities operating in the province are still lacking, or only recorded on paper making it difficult to prevent the risk of a lack of equipment and materials to handle incidents at facilities containing large amounts of oil and chemicals.

Building a database to manage statistics on the quantity and location of all equipment, materials or statistics on human resources to respond to incidents will be an effective solution to address the response capacity of facilities in the province and promptly mobilize forces when necessary.

Outstanding advantages of the application:
- Design and build a mobile application on smartphones with the function of notifying and reporting emergency oil or chemical spills in the province, along with the function of locating the location of the incident, providing safety instructions for victims, and preventing possible fire and explosion risks.
- Build a database on oil or chemical spill response capacity for each agency, enterprise, factory, and company at risk of incidents in the province.
- Build a map system of the province with integrated sensitive map data (if provided), real-time hydrometeorological data, and a data layer of locations of facilities at risk of oil spills. The data layers are decentralized for use according to different administrative objects.
- Periodic training, improving oil and chemical spill response capacity for officers and employees working in the petroleum and chemical sectors through online training programs compiled and taught by the SOS Center.
