Informal and unemployed workers _ skilled, semi-skilled and unskilled _ assembling at certain locations in cities for want of daily jobs is a common sight. These areas are called Labour addas/ posts. Generally, such posts/ addas are prevalent in cities that are considered to offer more of such retail and sachet-based employment opportunity. These posts and the informal workers that attend, are seriously vulnerable in terms of guaranteed access, exploitation and inadequate social safety coverage. Triline Infotech and Vigyan Foundation intend to map such labour posts to explore feasibility of assisting such segments for better civic amenities, safety net and networking with skill & employment-schemes/ hubs. Approx. 500 posts are operative in UP’s 17 M-Corps and in Noida and Greater Noida Authorities
Objective: The exercise intends to develop profiles of such labour posts and map them on a digital platform against programmatically relevant parameters. The tech. platform, thus created, could enable a host of concerned State entities coordinate and deliver certain mandated benefits to these workers.
Approach: The enumeration exercise _ mapping and profiling of each of the labour posts _ would be undertaken through digital medium. While the enumeration would be undertaken by a mobile app, the data base would be maintained on a web-portal, progress reporting dashboards would be enabled on specially developed web-applications. The web-domains could be accessed by whichever State entities are sought to address issues of the informal workers on the street.
